Samidoun: A Terror Group Posing as a Civilian Front

The Palestinian terror group, the PFLP, was designated in the West, so it created Samidoun and Masar Badil to serve as its fronts.

Executive Summary Samidoun and Masar Badil are one network operating under two names - both serve as Western fronts for the PFLP, a designated terrorist organization, sharing leadership, funding, and rhetoric.

The network openly endorses terrorism. It celebrated October 7, hosts senior Hamas and PIJ figures, eulogizes terrorist leaders, and calls for the destruction of Israel and the "defeat" of the United States, Canada, and the European Union.

Samidoun has been hit hard with sanctions; Masar Badil has not. Samidoun is banned in Germany, designated as terrorist by the US and Canada, dissolved as a Canadian corporation, and cut off by major financial and tech platforms. Masar Badil remains undesignated almost everywhere.

New proxies are filling the gap. Entities like Tariq el-Tahrir, Nidal Seattle, Nidal North America, and SUPER UW continue the same work under names not yet covered by sanctions.

The network is openly aligned with the Iranian axis - attending Nasrallah's funeral, meeting Iranian officials in New York and Madrid, and pledging solidarity with the Islamic Republic in an April 2026 "Tehran Resolution."

Senior leadership remains free. Khaled Barakat operates from Beirut while retaining Canadian citizenship; Charlotte Kates remains uncharged nearly two years after her arrest for praising October 7. Until the EU, Belgium, and the Netherlands complete designations against Masar Badil, the network will continue replacing every shuttered entity with another.

Introduction

Two organizations operating across Europe and North America serve as the Western-facing infrastructure of a designated terrorist organization – the Popular Front for the Liberation of Palestine (PFLP).

The first, Samidoun (Arabic for “resilience”), has been banned by Germany (November 2023), designated as a terrorist entity by the United States and Canada (October 2024), is the subject of a draft Belgian ban-bill and was the subject of an October 2024 Dutch parliamentary motion calling for designation that the Dutch executive has not yet acted on.[1] [2]

In March 2026, the Canadian government, where the organization was previously based, formally dissolved Samidoun as a federally registered nonprofit corporation.[3]

The second organization, Masar Badil (Arabic for “the Alternative Path”) was founded in 2021 and operates as Samidoun’s ideological and operational extension, sharing leadership, staff, funding sources, and rhetoric, while remaining undesignated almost everywhere.

Samidoun and Masar Badil are essentially one network with two names. Both glorify terrorism, endorse the October 7 massacre, host designated Hamas, PIJ, and Houthi figures, and openly call for the destruction of Israel and the “defeat” of the United States, Canada, and the European Union.

Samidoun

Samidoun, formally the Palestinian Prisoner Solidarity Network, was founded in 2011 during a hunger strike by Palestinian prisoners in Israeli jails. Publicly it presents itself as a human-rights organization advocating for prisoners’ welfare. But when the U.S. Treasury Department designated Samidoun in October 2024, it described it as a “sham charity” that fundraises on behalf of the PFLP – a group long designated as a terrorist organization by the U.S., Canada, EU, and UK.[4] [5]

Samidoun has active branches in Spain, Germany (banned), France (affiliated group CPV dissolved), Belgium, Greece, Hungary, the Netherlands, Sweden, the US, and Canada – the latter having recently formally dissolved Samidoun as a corporate entity. Samidoun also reportedly operates in Lebanon and the West Bank.[6]

Goals and Ideology

Samidoun’s objective is the elimination of Israel “from the river to the sea” through “armed resistance” so it explicitly rejects all peace processes, the two-state framework, and any negotiated settlement.[7] Its ideology blends Palestinian nationalism with Marxism-Leninism inherited from the PFLP, and treats the EU, US, and Canada as colonial and imperial accomplices of Israel that must be defeated as well.[8] [9] [10]

At a Brussels rally in 2022, Samidoun’s European coordinator, Mohammad Khatib, summed up the group’s objective as he called for the Palestinian diaspora to be armed with “Kalashnikovs, bullets and rockets,”[11] and said that “Defeating Israel means defeating the U.S. Defeating Israel means defeating Canada.”[12]

In October 2024, on the first anniversary of October 7, a Samidoun rally in Vancouver featured chants of “death to Canada, death to the United States and death to Israel,” and participants burned a Canadian flag. When asked about the chant, Samidoun confirmed it reflected the group’s goal of “destroying the colonialist, capitalist state of Canada” and said it stood by “death to Canada” as “the call to action that it is.”[13]

Connection to the PFLP

The U.S. Treasury identified Samidoun as a PFLP front used to fundraise and conduct propaganda abroad.[14] Israel’s Ministry of Defense had already designated Samidoun as a terrorist organization in February 2021 on identical grounds. Following sustained pressure, a series of major financial and tech platforms cut services: Mastercard, Visa, American Express,[15] PayPal,[16] Donorbox, Plaid, and Discover[17] all terminated payment processing, while YouTube and Instagram permanently removed key Samidoun accounts for content violations.[18]

Masar Badil, the Palestinian Alternative Revolutionary Path Movement, was founded on November 1, 2021, through simultaneous conferences in Madrid, Beirut, and São Paulo.[19] Samidoun openly took credit for organizing the launch in its 2021 year-in-review, stating that “Samidoun organizers played a leading role in organizing the conference and now, building the movement and ongoing follow-up work.”[20] In Madrid, the founding event was celebrated with a street demonstration attended by Samidoun and its affiliates: Collectif Palestine Vaincra (CPV) from France, Samidoun Spain, Al-Karama, and the Revolutionary Youths of Zurich. At the Beirut launch, representatives from Hezbollah-affiliated media outlets Al-Manar and Al-Mayadeen, and from Palestinian Islamic Jihad (PIJ)-affiliated Filastin Al-Yawm (Palestine Today), were in attendance. PIJ secretary general Sheikh Nafeth Azzam even sent a recorded video message to the conference.

The conference set out an ideological framework that fully rejects Israel’s existence, the two-state solution, and all peace and normalization agreements. Masar Badil instructs its followers to return to Clause 9 of the Palestinian National Charter: “Armed struggle is the only way to liberate Palestine. This is the overall strategy, not merely a tactical phase.”[21]

The movement calls for a “unified national front” of Palestinian terror groups regardless of ideology – explicitly naming the PFLP, Hamas, the Palestinian Islamic Jihad (PIJ), and Hezbollah, all designated as terrorist entities by the EU and U.S.[22] It also seeks to dismantle the Palestinian Authority, which it characterizes as a “puppet authority” created by Israel and the West.[23]

Beyond its rejection of Israel, Masar Badil openly extends its hostility to the EU. At a rally in front of the European Parliament in October 2022, Mohammad Khatib, speaking simultaneously on behalf of Masar Badil, Samidoun, and the PFLP declared:

“We stand here in front of this colonial institution that committed genocide after genocide… Defeating Israel means defeating this colonial institution… So, we will say no to this, not only in Palestine but here in Europe.”[24]

Following the October 29, 2022, Brussels demonstration, Masar Badil issued a formal declaration calling on the Islamic Resistance Movement – Hamas, the Islamic Jihad Movement in Palestine, and “the armed Palestinian resistance forces” to adopt a unified national strategy for liberation and return.[25]

Masar Badil’s executive committee is staffed almost entirely with Samidoun country coordinators – Khaled Barakat (Beirut), Mohammed Khatib (Brussels), Jaldia Abubakra (Madrid), Zaid Abdulnasser (formerly Samidoun Germany), Musaab Abu Atta (Berlin), and Bissan Barghouti (formerly Samidoun Seattle, now leading the U.S. proxy Nidal Seattle).[26] In operational terms, the distinction between the two organizations is simply a formality.

Funding and Digital Footprint

Masar Badil is not registered as a legal entity anywhere and publishes no financial records. It previously raised money through PayPal until its service was terminated in December 2024, and routinely directed donations through Samidoun’s U.S. fiscal sponsor, the Arizona-based Alliance for Global Justice (AFGJ).[27] In June 2024, YouTube deleted Masar Badil’s channel shortly after closing Samidoun’s. Facebook also closed Masar Badil’s account.[28]

The Tariq el-Tahrir Youth Network — A New Front (Founded October 2024)

At Masar Badil’s annual conference in Madrid (October 3–7, 2024), the movement launched a new entity: the Tariq el-Tahrir Youth and Student Network, formally introduced on the 77th anniversary of the Nakba in May 2025 as Masar Badil’s youth wing.[29] Tariq el-Tahrir functions as a deliberate workaround in jurisdictions where Samidoun has been banned. In the U.S., Canada, Germany, and Israel, where Samidoun is a designated terror entity, Tariq el-Tahrir connects students to the network without using the Samidoun name; in Brazil, Greece, Italy, Belgium, and Spain, where Samidoun still operates openly, it amplifies Samidoun’s existing efforts.[30]

In July 2025, Tariq el-Tahrir participated in a joint delegation with Masar Badil and U.S.-based Nidal North America to the Iranian UN Mission, and conveyed “greetings and congratulations” to the Iranian regime for “victories in the face of aggression” (referring to the 12 Day War with Israel). It also announced a new Masar Badil campaign demanding the removal of all U.S. military bases from the Middle East – including Israel itself, described as “the largest U.S. military base.”[31]

Shared Infrastructure and Operations

Samidoun and Masar Badil have been described by the German federal government as “closely intertwined in terms of personnel and strategy.”[32] In an October 2025 Tariq el-Tahrir video shared by affiliate Students United for Palestinian Equality and Return University of Washington (SUPER UW), Samidoun international coordinator Charlotte Kates stated on camera that Samidoun and Masar Badil are part of the same “political project.”[33]

The two groups share:

  • Leadership: Khaled Barakat, Mohammed Khatib, Charlotte Kates, Jaldia Abubakra, Zaid Abdulnasser, Bissan Barghouti.
  • Events: Most major European demonstrations, conferences, and webinars in Germany, Belgium, France, Spain, and Greece have been co-organized.[34]
  • Propaganda style: Glorification of terror attacks framed as resistance; Marxist anti-colonial language; calls for the destruction of Israel and the defeat of “Western imperialism.”
  • Anti-West rhetoric: Both reject peace processes, international legal frameworks, and the legitimacy of Western liberal institutions, and specifically target Palestinian diaspora youth and Western university students for radicalization.

Endorsement of the October 7 Massacre

After Hamas’s October 7, 2023, massacre in southern Israel – in which roughly 1,200 people were murdered and over 250 people were taken hostage – Masar Badil and Samidoun openly celebrated and endorsed the attacks:[35]

  • October 7: Samidoun chair Khaled Barakat published an op-ed describing the attack as “a brave and heroic operation” and “the day of the launch of the new Palestinian revolution.”[36]
  • October 8: Samidoun and Masar Badil co-organized a Vancouver protest “to stand with Palestine, the Palestinian resistance, Gaza under attack and resisting, and liberation, from the river to the sea.”[37]
  • November 2023: The two groups co-hosted a Zoom event featuring Husam Badran, a senior Hamas official who formerly led the group’s military wing in the northern West Bank. Zoom canceled the event for terms-of-service violations, but the event was still uploaded to YouTube. During the webinar, members of Masar Badil and Samidoun repeatedly referred to Badran as a “comrade” and “brother.”[38]

  • April 2024: Samidoun international coordinator Charlotte Kates was arrested in Vancouver after calling October 7 “a heroic and brave act” and leading chants of “Long live October 7” at a public rally.[39]
  • August 2024: Kates traveled to Iran, where she received the regime’s “Islamic Human Rights and Human Dignity Award” and dedicated it to “the brave, heroic October 7 operation and the legitimacy of the resistance.”[40] [41]
  • October 2024: Following the killing of Hamas leader Yahya Sinwar, Masar Badil published a eulogy calling him a “great national leader” and “heroic brother,” praising the “glorious battle of Al-Aqsa Flood on 7 October 2023.”[42]
  • October 1–7, 2024: Masar Badil staged its annual conference in Madrid — “The Line of Resistance and Liberation” — to deliberately coincide with the first anniversary of October 7. The invitation prominently featured Hamas’s red triangle[43], the symbol it uses to mark its targets in propaganda videos. The conference culminated in a roughly 500-person rally outside the U.S. embassy, led by Kates, who praised Hamas terrorists for “defending” the Palestinian resistance “with every gun; with every bullet; with every missile.”[44] At the same conference, Masar Badil formally launched the Tariq el-Tahrir Youth and Student Network.
  • November 2024: Following the antisemitic violence against Israeli soccer fans in Amsterdam, Masar Badil released a statement calling on “Arabs and Muslims to confront the so-called ‘fans of Israeli teams’ all over Europe.”[45]

  • June 6–8, 2025: At Samidoun’s third annual “Resistance Festival” in Brussels, participants staged a public reenactment of the October 7 massacre: pro-Palestinian activists dressed as Hamas terrorists, in masks, keffiyehs, and military fatigues, held prop guns and pointed them at other actors lying motionless on the ground in pools of fake blood. The performance was accompanied by a “from the river to the sea” voiceover and chants of “intifada.” Belgian Defense Minister Theo Francken called for a formal investigation after some performers were seen wearing apparent Belgian military uniforms. The Saint-Gilles mayor opened a police inquiry, later admitting “Several scenes can be interpreted as incitement to violence and glorification of terrorism.”[46] [47]
  • October 7, 2025 — Second anniversary of the October 7 massacre: Samidoun published a major statement, “October 7, Al-Aqsa Flood: Today’s Palestinian Revolution Resisting Two Years of Genocide,” with paraglider imagery from the attacks, openly framing October 7 as “the day that changed the world” and “a great revolutionary occasion.” The statement explicitly named Elias Rodriguez, Casey Goonan, Tarek Bazrouk, Jakhi McCray, Anan Yaeesh, and Musaab Abu Atta as “prisoners of the Palestinian cause” to be liberated. Charlotte Kates gave an on-camera interview to NBC News investigative correspondent Tom Winter ahead of the anniversary on Samidoun’s plans.[48]
  • October 7, 2025 — Seattle: Coordinated protests by Nidal Seattle, SUPER UW, Bilyad Seattle, and Seattle Against War displayed portraits of Hassan Nasrallah (Hezbollah), Walid Daqqa (PFLP), Yahya Ayyash and Ismail Haniyeh (Hamas), and Jamila al-Shanti (Hamas).[49]
  • October 26, 2025: SUPER UW and Tariq el-Tahrir hosted a “teach-in” titled “The Right to Resist: Al-Aqsa Flood and Armed Resistance,” explicitly framing the October 7 attack as a “victory.”[50]
  • In October 2025, Masar Badil issued an English-language statement formally saluting Palestinian Islamic Jihad on its 38th anniversary, addressing PIJ Secretary-General Ziyad al-Nakhaleh as “the brother and mujahid” and extending greetings to PIJ’s military wing, the Al-Quds Brigades.[51]

Endorsements of Violence and Terror

Samidoun and Masar Badil continuously endorse violence against Israelis, Jews, and Western targets.

Glorification of Terrorism, Terrorists, and Attacks

  • At the inaugural Masar Badil event in October 2021, the 1978 Coastal Road Massacre in Israel was celebrated in song, with slogans calling for “terror attacks and kidnapping of soldiers.”[52]
  • In November 2022, Masar Badil held a webinar (coordinated by Khaled Barakat) celebrating the “revolutionary thought” of PIJ founder Fathi Shaqaqi.[53]
  • Multiple senior Hamas and PIJ figures have been honored in Masar Badil/Samidoun materials, including:
    • Ahmad Bahar (Hamas) in an October 2022 video.[54]
    • Khaled Al-Batsh (PIJ) in October 2022 materials.[55]
    • PIJ Secretary General Sheikh Nafeth Azzam via video message to the 2021 founding conference.[56]
    • Khairy Alqam (killed seven civilians in Jerusalem in January 2023), praised as a “heroic Palestinian martyr.”[57]
    • Hamas commander Musab Shtayyeh commended at a February 2023 Berlin rally.[58]
    • Hamas military leader Mohammed Deif featured on a banner in Berlin, August 2022.[59]
  • An October 2022 Masar Badil rally in Brussels featured posters honoring early PFLP terrorists George Habash, El Houssine Benyahia, and Shadia Abu Ghazaleh alongside a banner depicting rockets being fired; participants wore headbands of the Palestinian terror group, the Lions’ Den. An accompanying Masar Badil video featured the song “3amaliyet” (“terror attacks”) by Jaafar Toufar, which “explicitly calls to perpetrate car-ramming attacks and other terror attacks using bullets and ambushes.”[60]
  • In February 2023, a Masar Badil representative called the Huwwara murders, in which two Israeli teens were killed, a “heroic resistance operation.”[61]

  • At an April 2023 Masar Badil/Samidoun rally in Berlin, chants of “Death to the Jews” and “Death to Israel” were heard; the Lions’ Den anthem “Go, Lions” played; protestors called for “revenge in Tel Aviv,” and posters honoring PFLP terrorist Walid Daqqa and PIJ terrorist Khader Adnan were displayed.[62]
  • In September 2024, Masar Badil eulogized Hezbollah leader Hassan Nasrallah (killed September 2024) as “an exceptional, historic leader,” with a public commitment to continue his “jihadist path.” [63] [64]
  • In October 2024, Masar Badil eulogized Hamas leader Yahya Sinwar as a “great national leader” and “heroic brother.”[65]
  • At a Samidoun rally in Vancouver in October 2024 on the first anniversary of October 7, protestors chanted, “death to Canada, death to the United States, and death to Israel” and burned a Canadian flag.[66]
  • In February 2025, Khaled Barakat and Charlotte Kates traveled to Beirut for the funeral of Hezbollah Secretary-General Hassan Nasrallah, where Barakat appeared on Iran’s Press TV calling Nasrallah “an exceptional historical leader” who “represents the project of liberation… the liberation of Palestine from the river to the sea.”[67]
  • In May 2025, Khaled Barakat called Elias Rodriguez, who murdered two Israeli embassy staffers at the Capital Jewish Museum in Washington D.C., a “feda’i” (“freedom fighter”) and described the murders as a “heroic operation,” a “natural and legitimate response,” and a “pivotal moment,” in an article on Masar Badil’s website. Barakat wrote that “the battle is not confined to Gaza or the West Bank” and called on activists to “build on this moment.” Charlotte Kates said: “Genocide has to have consequences.”[68] [69]
  • In July 2025, as Iran fired ballistic missiles at Israeli cities during the 12 Day War, a Samidoun Gothenburg member declared at a Swedish demonstration: “I feel hope as the rockets fall over Tel Aviv… Death to Israel! Death to the USA! Glory to the martyrs! Long live the resistance!”[70]

Support for the Iranian Regime

In April 2026, Masar Badil issued a “Tehran Resolution” with allied progressive parties and movements, pledging to stand with the Islamic Republic against “imperial war.”[71] The movement publicly condemned Argentina’s expulsion of Iranian Chargé d’Affaires Mohsen Soltani Tehrani as persona non grata.[72] At its Sao Paulo conference in April 2026, Masar Badil underscored its support for Iran and called to “continue to escalate the global popular campaign against the U.S. military and security presence in the Arab world, West Asia, and Global South.”[73]

Hosting Designated Terrorists

In recent years, Masar Badil hosted a livestream series, Palestine Media Events – English. Confirmed guests included:

  • Husam Badran — A senior Hamas official, former leader of Hamas’s military wing in the northern West Bank, hosted at a November 2023 webinar co-organized by Samidoun and Masar Badil. While the event was canceled by Zoom, it was uploaded to Masar Badil’s YouTube channel.[74]
  • Basem Naim — A Hamas leader and U.S.-designated terrorist, hosted as “honorable speaker” at a Masar Badil webinar in February 2024.[75] [76]
  • Osama Hamdan — A former senior Hamas representative in Lebanon and Tehran. Hamdan was featured in a May 2024 webinar hosted by Masar Badil and Kates.[77]
  • Sami Abu Zuhri — A Hamas spokesman, appeared in a September 2024 webinar.[78]
  • Ghazi Hamad — A senior official of the Hamas Political Bureau, who told Masar Badil: “Protests in [the] West are ‘much appreciated,’ ‘Very Effective.’ We will never recognize Israel.”[79]
  • Ali Abu Shaheen — A senior Palestinian Islamic Jihad member, appeared in a June 2024 webinar.[80]
  • Dr. Ahmed al-Shami — A Houthi spokesperson, appeared in a Masar Badil webinar in February 2024.[81]
  • Nasruddin Amer — A Houthi spokesperson, appeared in a Masar Badil webinar in July 2024 and called October 7 “a great victory.”[82]

In February 2026, the Assembly of Solidarity with the Palestinian People in Heraklion, Crete (the event Mohammed Khatib was traveling to when he was arrested at the airport) instead featured a live phone-in by Abdel-Nasser Issa, a senior Hamas terrorist who had been released from an Israeli prison in the February 2025 hostage exchanges.[83]

In March 2026, at Masar Badil’s fifth annual conference in Sao Paolo, “solidarity messages” were delivered from representatives of designated foreign terrorist organizations, including Hezbollah and Hamas.[84] [85]

The “Free Elias Rodriguez” Campaign (May 2025)

In the days following the Capital Jewish Museum shooting in which two Israeli embassy staffers were murdered, the Tariq el-Tahrir Youth and Student Network organized an open letter calling to free the perpetrator, Elias Rodriguez. The letter titled “Free Rodriguez: Build the International Popular Cradle of Resistance,” called Rodriguez’s killings “fully justified,” “eminently defensible,” and “morally righteous,” and declared that the murders “are only the beginning of this battle.”

The letter was co-signed by 21 organizations and 46 individuals; signatories included a member of Samidoun’s Seattle network (Bissan Barghouti, also a Masar Badil executive committee member) and the Maoist wing of the Democratic Socialists of America. The Tariq el-Tahrir letter explicitly compared Rodriguez to Luigi Mangione, the killer of UnitedHealthcare CEO Brian Thompson, asserting that both murders “helped to balance the scales of justice.”[86]

Proxies, Partners, and Funding

As a result of sanctions and bans, in recent years, new, smaller proxy and successor organizations have sprung up where Samidoun has been banned or is operationally constrained.

  • Tariq el-Tahrir Youth and Student Network (see above) is the network’s flagship proxy for U.S. and Canadian campus organizing.

Students United for Palestinian Equality and Return University of Washington (SUPER UW)

A campus group at the University of Washington with close ties to Tariq el Tahrir / Masar Badil. Members of the group allegedly caused $1 million in campus damage[87] in protests in spring 2025 when campus buildings were “occupied.” Multiple SUPER UW members have been suspended by the University of Washington, but no federal action has been taken to date. The Secure Community Network (SCN) characterized the spring 2025 building occupation as “a deliberate, destructive, and illegal operation influenced… by a designated terrorist entity.”[88]

Nidal Seattle / Nidal North America

Nidal Seattle, founded May 2025, is led by Bissan Barghouti, a member of Masar Badil’s executive committee. It has hosted events glorifying terror such as a June 2025 Fedayin film screening, the July 12, 2025 “Night of Rage for Palestine” coinciding with the anniversary of PFLP icon Ghassan Kanafani’s assassination, and the coordinated Seattle October 7, 2025, anniversary protest.[89]

Bilyad Seattle

Bilyad Seattle was identified in an October 2025 ADL report as one of the Samidoun-linked Seattle groups alongside Nidal Seattle and SUPER UW.[90]

The Movement of Palestinian Women Al-Karama (Spain)

Karama, led by Jaldia Abubakra, co-organized the April 9, 2026, Madrid Israeli embassy protest and continues to host Palestinian Prisoner’s Day events with Samidoun and Masar Badil.[91]

In addition, Samidoun maintains national branches in Greece, Hungary, Sweden, the Netherlands, Belgium, Spain, Britain, and various U.S. cities.

Continued AFGJ fiscal sponsorship despite U.S. terror designation

Samidoun’s U.S. fiscal sponsor, the Arizona-based Alliance for Global Justice (AFGJ), violates U.S. law by continuing to channel donations despite the designation by the U.S. Treasury; ADL confirmed the structure remained operational as of mid-2025.

Key Figures

Khaled Barakat (Canada / Lebanon)

Barakat is the leader of Samidoun, the co-founder and coordinator of Masar Badil, and a senior PFLP leader.[92] In October 2024, the U.S. Treasury’s Office of Foreign Assets Control (OFAC) designated Barakat (along with Samidoun) for fundraising for the PFLP.

Barakat was permanently barred from the U.S. in 2003, expelled from Germany in 2020 with a four-year re-entry ban, and denied entry to the Netherlands in 2022.[93] [94]

Despite his designation, Barakat – a Canadian citizen – has not been criminally charged in Canada and has not been deported. As of April 2026, both B’nai Brith Canada and the Centre for Israel and Jewish Affairs (CIJA) continue petitioning the federal government to act. A civil lawsuit by Canadian family members of October 7 victims has been filed against several defendants including Samidoun, Kates, and Barakat, but no public ruling or motion update has surfaced through April 2026.[95]

According to recent Masar Badil statements, as of 2026, Barakat appears to be operating primarily from Beirut, Lebanon.

In February 2025, Barakat attended Hassan Nasrallah’s funeral in Beirut with his wife Charlotte Kates. Speaking on Iran’s Press TV from the funeral, he called Nasrallah “an exceptional historical leader” who “represents the project of liberation… the liberation of Palestine from the river to the sea.”[96]

In May 2025, he published an article on Masar Badil’s website praising D.C. Museum shooter Elias Rodriguez as a “feda’i” who carried out a “heroic operation” (see above).

In September 2025, following Yemeni airstrikes against Israeli cities, Barakat endorsed the attacks, saying the imagery of “the Yemeni plane violating Palestinian airspace and exploding in the heart of the domestic tourism center in southern Palestine… will remain an honorable image.”[97]

Charlotte Kates (Canada)

Kates, Khaled Barakat’s wife, is Samidoun’s co-founder and international coordinator. She is a U.S. citizen, a Rutgers Law graduate, and former Communist Party USA member.[98]

In April 2024, Kates was arrested in Vancouver for praising October 7 and leading “Long live Oct. 7” chants. The Vancouver Police Department recommended hate crime charges (willful promotion and public incitement of hatred).[99] As of April 2026, a decision regarding the charges has not been announced.[100]

Kates traveled to Iran in August 2024 to receive an award alongside Palestinian Islamic Jihad leader Ziyad Nakaleh. She attended Nasrallah’s funeral in Beirut in February 2025. She publicly supported the Elias Rodriguez attack in May 2025 and in October 2025 told a SUPER UW audience that critics of Rodriguez were focused on the wrong target — they should instead “escalate the struggle to stand with the Palestinian resistance.”[101]

Mohammed Khatib (Belgium)

Khatib is Samidoun’s European coordinator, a Masar Badil executive committee member, and a PFLP member. His public rhetoric – “throw stones and shoot bullets, bring your Kalashnikovs, bring your rockets” – and “defeating Israel means defeating Canada” is one of the most explicit incitements of violence on record from the network’s senior leadership.

In June 2024, Switzerland imposed a 10-year entry ban on Khatib, and in October 2024 [102]the Netherlands formally banned him from entering the country. [103] In April 2025, Khatib was arrested in Belgium after being formally designated by the Belgian Coordination Unit for Threat Analysis (CUTA) as a “serious” security threat.”[104]

In August 2025, Belgium revoked Khatib’s refugee status following an 18-month review by the Office of the Commissioner General for Refugees and Stateless Persons.[105]

In December 2025, the Greek government issued a “national security” entry ban on Khatib effective until 2033. On February 7, 2026, Greek authorities arrested him at Heraklion Airport, Crete, where he had arrived to speak at the “Assembly of Solidarity with the Palestinian People.” He was subsequently released and ordered to “self-deport” to Belgium. The Greek territorial entry ban remains in force.[106]

Tom Martin (France)

Martin is the founder and main leader of Collectif Palestine Vaincra (CPV), the French Samidoun affiliate and a member of the Masar Badil coalition.[107] In 2022, the French Interior Ministry issued a decree dissolving the CPV, but the decree was suspended a few months later. In February 2025, France’s Conseil d’État validated CPV’s dissolution. Martin has not been criminally charged in France as of April 2026.

Zaid Abdulnasser (Germany)

Abdulnasser is a Syrian-born Palestinian and the co-founder of Masar Badil and former coordinator of Samidoun Germany. Masar Badil lists him as an executive committee member. While his residency status in Germany has been formally threatened over his pro-terror engagement,[108] Abdulnasser continues to publicly endorse Hamas and PIJ in Masar Badil’s name.

Musaab Abu Atta (Germany)

Abu Atta is a Syrian-born Palestinian and a leader of both Samidoun and Masar Badil in Germany. He was banned from organizing political events in Berlin in 2023.[109] He has appeared in promotional photos wearing a t-shirt with a picture of PFLP official Ghassan Kanafani and the Samidoun logo. Abu Atta was also interviewed on Filastin Al-Yawm — an outlet seized by U.S. authorities for its PIJ affiliation.

Rima Najjar (Jordan)

Najjar is a retired professor of English literature at Al-Quds University, a member of Masar Badil, and a long-term promoter of Samidoun. She continues to write and post in support of the network on Medium, Mondoweiss, and Electronic Intifada.[110]

Jaldia Abubakra (Spain)

Abubakra is a Masar Badil co-founder and executive committee member; coordinator of Samidoun in Madrid; and leader of the Movement of Palestinian Women Al-Karama.[111] In February 2023, she praised the murder of two Israeli teens in Huwwara as a “heroic resistance operation.” She has been under criminal investigation in Spain following a complaint by VOX for “glorifying terrorism” — a parallel complaint against fellow activist Miriam Ojeda was dismissed. Abubakra’s case continues as of early 2026.[112]

In February 2025, Abubakra appeared on Fengshows, a Chinese media outlet affiliated with Phoenix TV (which has reported ties to the Chinese Communist Party).[113]

In June 2025, she led a Masar Badil delegation to the Iranian Embassy in Madrid, meeting Ambassador Reza Zabib to “express deep solidarity with the Islamic Republic of Iran” amid the Iran-Israel war.[114]

In August 2025, Samidoun publicly announced that Abubakra would join the Gaza-bound, Hamas-affiliated Global Sumud Flotilla, which set sail from Spain on August 31, 2025, and was intercepted by the Israeli Navy on October 1–2.[115] [116]

Barghouti is coordinator of the now-dissolved Samidoun Seattle, the leader of its U.S.-domestic successor Nidal Seattle, a member of the Masar Badil executive committee, and a former official with the Washington chapter of the American Civil Liberties Union.[117]

In July 2025, Barghouti led the joint Masar Badil/Tariq el-Tahrir/Nidal North America delegation that met with the Iranian UN mission and announced the Masar Badil campaign to remove all U.S. military bases from the Middle East – including Israel. She has been a featured speaker at SUPER UW events and was a signatory to the “Free Elias Rodriguez” open letter.[118]

In March 2026, Barghouti spoke at Masar Badil’s São Paulo conference wearing a Hezbollah T-shirt defending the “Axis of Resistance – Iran, Palestine, Lebanon, and Yemen” and pledging the Palestinian diaspora would “continue to fight until victory.”[119]

Hamad is Samidoun’s coordinator in Greece.[120] Greek branches of Samidoun have co-organized joint events with Masar Badil and have hosted PFLP-affiliated speakers, including at the Greek “Resistance Festival” attended by PFLP secretary general Ahmad Sa’adat.[121]

Thomas Hofland (Netherlands)

Hofland is the coordinator of Samidoun Netherlands. He was listed with Charlotte Kates as a director on Samidoun’s Canadian corporate filings before the November 2025 dissolution.[122]

Mustapha Awad (Belgium)

Awad is a Belgian-Lebanese Samidoun coordinator. In 2018, he was convicted by Israel of belonging to the PFLP, of illegally transferring PFLP funds from Syria to Khaled Barakat, and of receiving reconnaissance training from Hezbollah in Lebanon. He served under a year in prison.[123] Awad lives in Belgium and is identified as a key figure in Samidoun’s Belgium branch.

Rawa Alsagheer (Brazil)

Alsagheer is Samidoun’s Brazil country coordinator. She promoted the March 2026 São Paulo conference with Barakat and Abubakra on the Alkarama-Palestina podcast, spoke at a São Paulo Samidoun demonstration in July 2024, and was profiled by Just International as “Samidoun coordinator (São Paulo)” in February 2026.[124]

Alon Lapid (U.S.)

Lapid is a prominent member of Samidoun Seattle. He was identified by a Fight Back News report in January 2024 as a Samidoun Seattle organizer and named in a July 2023 Samidoun statement as a SUPER UW member. He spoke alongside Bissan Barghouti at the August 25, 2024, Seattle rally. He is also active in Nidal Seattle.[125]

Dave Diewert (Canada)

Diewert is one of three named Samidoun directors along with Kates and Hofland. According to a September 2025 Jerusalem Post report, Diewert is “regularly spotted at protests by the newly created Basil Al-Araj Committee, which collaborates with Al-Ahrar, Tariq el-Tahrir, and Nidal Seattle.”[126]

Conclusion

Masar Badil and Samidoun are one network operating under multiple names, with the PFLP terror group as its parent body. As Western governments have moved against Samidoun specifically, the same actors have continued operating under Masar Badil, Tariq el-Tahrir, Nidal North America, Nidal Seattle, and a proliferating list of regional proxies – each with overlapping leadership, identical ideology, and the same objective: that the United States, Canada, and the European Union are enemies that must be defeated.

Despite their declared goals, the network’s senior leadership remains free, publicly active, and continues to openly endorse political violence. Samidoun chair Khaled Barakat is a U.S.-designated terrorist now based in Beirut but still retains his Canadian citizenship. His American wife and Samidoun international coordinator, Charlotte Kates, has still not been criminally charged in Canada nearly two years after her arrest for praising the Hamas-led October 7 massacre.

The EU, Belgium, the Netherlands, and the remaining national jurisdictions have not formally designated Masar Badil and completed the process they started against Samidoun. Other Western governments have also not enforced those designations. Until then, this terror network will continue to replace every entity shut down with another that absorbs its activists, rhetoric, and operational role, and continue to risk the national security and stability in every country in which it operates.
